Health & Safety Policy

1. Statement of Intent

J&P Site Services is committed to ensuring, so far as is reasonably practicable, the health, safety and welfare at work of all its employees, contractors and any other persons who may be affected by its activities. This includes all HIAB crane lorry operations, transport activities and associated services carried out across Liverpool, Merseyside and the wider North West.

We recognise that effective health and safety management is an essential component of our business operations and we are committed to complying with all relevant legislation, including the Health and Safety at Work etc. Act 1974 and all associated regulations.

2. Organisation & Responsibilities

Management

The management team at J&P Site Services has overall responsibility for health and safety within the business. Management will:

• Ensure adequate resources are provided to manage health and safety effectively
• Set, monitor and review health and safety objectives and targets
• Ensure this policy is communicated to all employees and relevant parties
• Review this policy at least annually or following any significant incident or change to operations

All Employees & Operators

All employees and contracted operators are responsible for:

• Taking reasonable care for their own health and safety and that of others who may be affected by their actions
• Cooperating with management on all matters relating to health and safety
• Not misusing or interfering with anything provided in the interests of health, safety or welfare
• Reporting any hazards, near misses or incidents promptly

3. HIAB Lifting Operations Safety

As a HIAB crane lorry hire company, lifting operations form the core of our work. We comply fully with the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) and the Provision and Use of Work Equipment Regulations 1998 (PUWER).

Our Commitment Includes:

• Thorough Examinations: All lifting equipment undergoes regular thorough examinations by a competent person at the required statutory intervals. Current examination certificates are maintained for every piece of equipment.
• Lift Planning: All lifting operations are planned by a competent person. For complex, notifiable or high-risk lifts, a formal written Lift Plan, Risk Assessment and Method Statement (RAMS) is prepared and reviewed with all relevant parties prior to work commencing.
• Qualified Operators: All HIAB operators hold a current and valid CPCS (Construction Plant Competence Scheme) card appropriate for their crane category. Operator competence is verified before appointment and re-verified on renewal.
• Pre-Use Checks: Operators carry out a daily pre-use inspection of all crane lorries and lifting accessories before commencing work. Any defects found are reported and rectified before the equipment is used.
• Safe Working Loads: Operators must never attempt to lift a load that exceeds the Safe Working Load (SWL) of the crane at the applicable radius. Load charts are carried in the vehicle cab at all times.
• Lifting Accessories: All slings, shackles, chains and other lifting accessories are inspected before use, colour-coded in accordance with the current LEEA guidelines and replaced when worn or damaged.
• Exclusion Zones: A minimum exclusion zone is established around all lifting operations to prevent access by unauthorised persons.

4. Vehicle & Road Safety

• All J&P Site Services vehicles are maintained in a safe and roadworthy condition and comply with the requirements of our Operator's Licence.
• Vehicles undergo preventive maintenance and safety inspections in line with manufacturer recommendations and legal requirements.
• All drivers hold the appropriate licence categories and comply with drivers' hours regulations at all times.
• Mobile phone use while driving is strictly prohibited. Drivers must comply with all road traffic legislation.
• Vehicle daily defect checks are completed and recorded. Any defects affecting roadworthiness must be reported before the vehicle is operated.

5. Risk Assessment

J&P Site Services carries out suitable and sufficient risk assessments for all significant work activities. Risk assessments are:

• Conducted by a competent person with relevant knowledge and experience
• Reviewed regularly and whenever there is a significant change to the work activity
• Communicated to all relevant employees and contractors
• Used to identify and implement appropriate control measures to reduce risk to as low as reasonably practicable

6. Personal Protective Equipment (PPE)

Where risks cannot be adequately controlled by other means, appropriate PPE is provided to all employees and operators at no cost. Standard PPE requirements for HIAB and lifting operations include:

• Hard hat (safety helmet) — EN 397 compliant
• High-visibility vest or jacket — EN ISO 20471 Class 2 minimum
• Safety footwear — EN ISO 20345 S1P or S3 as required
• Gloves — appropriate to the task
• Any additional PPE as identified by site-specific risk assessment

7. Incident Reporting & Investigation

All accidents, incidents, near misses and dangerous occurrences must be reported to management immediately. We comply with the requirements of the Reporting of Injuries, Diseases and Dangerous Occurrences Regulations 2013 (RIDDOR). All incidents are investigated, lessons learned are identified and corrective actions are implemented to prevent recurrence.

8. Health & Wellbeing

• Operators are responsible for ensuring they are fit to work and are not under the influence of alcohol or drugs. Any prescribed medication that may impair the ability to operate lifting equipment must be disclosed to management.
• Fatigue management is taken seriously. Operators must not operate HIAB equipment or drive when fatigued.
• Mental health and wellbeing are as important as physical safety. Employees are encouraged to raise any concerns with management.

9. Emergency Procedures

In the event of an emergency involving a HIAB lifting operation, operators must:

1. Make the area safe where it is possible to do so without putting themselves or others at further risk
2. Call the emergency services immediately if required (999)
3. Notify management at the earliest opportunity
4. Preserve the scene for investigation
5. Complete an incident report form

10. Communication & Consultation

J&P Site Services believes that effective health and safety management requires the active participation of all employees. We will consult with employees on matters affecting their health, safety and welfare, and will provide appropriate training and information to ensure they can carry out their duties safely.

11. Compliance with Client Site Rules

When working on client sites in Liverpool, Merseyside or elsewhere in the North West, J&P Site Services operators will comply with all site-specific health and safety rules, induction requirements and permit-to-work systems as communicated by the principal contractor or site controller.

12. Review

This Health & Safety Policy will be reviewed at least annually and following any significant change to the business, relevant legislation, or following an incident. The policy will be updated as necessary and re-issued to all staff.
